Telecoms regulator Osiptel told Telefónica Peru (Movistar) to reverse recent price increases and reimburse affected customers. The hike, which saw increases in fixed internet and converged plans for 1.71 million Movistar subscribers, apparently breached Osiptel rules. Movistar has also recently seen pushback from Osiptel over quality‑of-service (QoS) breaches and a failure to use biometric scanners to identify subscribers, as per local legislation (Telefónicawatch, #135 and #136). In early-February 2020, the operator was fined around PEN 2.3m (€611,000) for four separate cases brought against it by Osiptel, largely covering QoS infractions. Movistar claimed that Osiptel was attempting to impose price regulation under the guise of customer protection fines.
